Islington Borough Council have released 2 redacted Reports on Child Abuse from the early 1990s and refused to release a third. This post is a summary of a Freedom of Information Request for 3 reports from Islington Borough Council.
I have not read the reports yet, I am merely passing them on. Any comments would be gratefully received from anyone who does read the reports and also from those who would differ with the redaction or refusal reasons.

The reports requested were
1. A Report for the London Borough of Islington  on the Management
of Child Care within the Neighbourhood Services Department July 1993 – by Emlyn Cassam and Brian MacAndrew. This was released.
2. Independent report for Islington Borough Council into the Care and Protection Provided by the Council to X, August 1994 – by Emlyn Cassam. This was refused.
Response: Your request for information has now been considered and unfortunately, it is not possible to meet your request. In accordance with Section 17 of the Freedom of Information Act 2000, this letter acts as a Refusal Notice.
The council believes that this report is exempt from disclosure under section 40(2) (third party information). This report was an investigation into a child in the care of Islington Council, the report contains detailed information about the young person, family members and staff working in Islington. The council does not believe that it would be possible to redact the report in a meaningful way and therefore we refuse the report in its entirety. Section 40 is an absolute exemption and does not require a public interest test to be carried out.
