Prime Minister Thatcher and Patrick Jenkin discuss Lucy Gates Death

The death of Lucy Gates in 1982 was a terrible event. She died aged 2 when the electrical fire fell on top of her. Her mother had left the children in the flat alone. The family had been known to the social services for ten years.

A measure of its importance was that Margaret Thatcher and her cabinet colleague discussed the case.

Patrick Jenkin, now Baron Jenkin of Rodin, was Secretary of State for Social Services from 1979 to 1981. He sent Margaret Thatcher a letter on 28 November 1980.

I am unsure of the technicalities of where the pdf is located so have included several possible links to it. The first should be information downloaded to this site, but if there is any difficulty try the other links. They should download a pdf. Lucy Gates and PM[2a]  [2b]  [2c]  [2d] . Credit for the link must go to @mwalkerdine [5] and if all else fails try the link on his tweet [3]

The pdf comprises 4 documents.

1. 1980 Nov 28 Letter from Patrick Jenkin to Margaret Thatcher who was Prime Minister. (4 pages and 1 page delivery stamp)

2. 1980 Jul 3 Social Work and Child Abuse signed by WB Utting who was Chief Social Worker Officer Social Work Service (3 pages)

3. Background Note on Lucy Gates, Public Concern on Child Abuse and Government Plans (1 page)

4. Briefing note for PMs Questions on 4 November 1980

I would be grateful for any more information about the significance of these events or any surrounding events. Also any more information about Lucy Gates Reports which are currently being refused release. [4]

The other, of 250 pages, was produced by Mr Colin Smart, a senior social services administrator from Tyneside, Miss Susan Douet, described as a ‘child health area nurse’ from West London, and Dr Rosemary Graham, described as an ‘area specialist in community medicine’ from another health area. This took another point of view, but both agreed in criticising welfare services, social workers and the police for allowing the thing to happen. [8]
