Report on Hugh Bostock’s Child Abuse, by Brian Roycroft 1976, Newcastle

Newcastle upon Tyne City Council have released the Internal Report about Hugh Bostock authored by Brian Roycroft, Director of Social Services [1a] [1b]. They did this in response to a Freedom of Information request [7].

I have only skimmed the report and as usual, comments or a summary are welcome from people who are more familiar with the context and significance of the report. The following details should be regarded as subject to confirmation on further reading and digesting.

Hugh Bostock was a Senior Social Worker and abused at least 55 boys of ages 11 to 16. He was sentenced to 3 years jail by Judge John Johnson at Newcastle Crown Court. [8] In 2014 if he is alive he will be about 82.

The assaults appear to be in Woodstock Road Family Group Home where there were 6 to 8 children and Bostock was resident but by the number I think they must have been elsewhere as well.

The report mentions that other homes where Newcastle Council had children were Fernwood House, Clifton Mount which were reception units and an Observation and Assessment Centre at Axwell Park School, Heartburn Walk. Others were sent to Penshaw House (Durham County Council), Seaham House (Sunderland County Borough) Mill House (Cumbria County Council).

The Report has a brief history of Bostock who was at childrens homes in East and North Riding of Yorkshire, and he was linked to Teesside Poly; Durham County Council; West Cumberland Hospital; Barnardos Thornton School, Kilmarnock.

There was some controversy over the fact that even though some social workers noticed the abuse they said and did nothing and did not receive a serious reprimand.
