Pindown: List of documents released by Staffordshire Council Oct 2015

There is much documentation here and I have not had time to read the documents yet never mind get them into a blog and give links for each set. However go to this link for the FOI request and where the documents can be found [5] on the reply of 1 Oct 2015

Below the brief timeline is the covering letter listing documents released in reply to a FOI request in 2015.

Some people who suffered Pindown have contacted me, and I will help to try and get a survivors group off the ground. Please contact me in confidence on cathyfox@bigfoot.com, if you have any information or wish to be in contact with others from Staffordshire or Pindown. Two areas that formed survivors groups, Nottingham and Shirley Oaks, Lambeth managed to have enough support to persuade the Goddard IICSA Inquiry to investigate their area.

I believe that Staffordshire victims and Pindown victims have a good case  to be considered in future by the Inquiry, considering that the Levy Kahan “Pindown” Report  failed to find sexual abuse that a few years later was shown to be going on by good police work on Operation Thor. I expose this in my post Pindown, Operation Thor and the cover up of Child Sexual Abuse in Staffordshire’s Childrens Home [3] . However victims and survivors will need to join together to get action.     The relationship between violence and sexual criminality and children in public care is a major issue as part of the failure of the public care and protection system for children during my lifetime. This failure, particularly the impact of punitive regimes for children regarded as delinquent or depraved was identified in the Curtis inquiry after World War II, with the continuing failure and limitations of residential care for children established in the published review of research by the National Children’s Bureau in 1967, together with the summary of research into fostering care which also concluded that the failures identified in the Dennis O’Neil case of 1945 and which prompted the focus on the boarding out of children, were also continuing.

    Of interest will be the 1970 Barbara Kahan led Home Office Children’s Department project dealing with aggression in Approved Schools when she was a Deputy Chief Inspector but where the work was not published until 1976 by the Department of Health after Mrs Kahan had transferred as Deputy Chief Social Work Services Adviser in the Development Group. The book was edited by Norman Tutt who became Director of Social Services Leeds a and then Ealing (see Victoria Climbe case and inquiry led by Lord Lamming former Chief Insepctor of Social Services Department of Health 1990-1996) Norman published important books on the issue of Care V Custody in 1974. The Child Psychiatrist husband of Barbara Kahan also contributed to the project and book. The Development group at the Home Offfice/Department of Health also published Care and Treatment in a Planned environment 1970, Intermediate Treatment 1973 and Hostels for young people 1975.
