The Daily Mail 3 hours ago published online an article: 2016 Jan 23 Daily Mail Scotland Yard detective: I was told to ignore ‘meat rack’ VIPs during paedophile probe [115]
The article states that former Chief Inspector Howard Groves, who served in the murder squad during a distinguished 34-year career, was investigating a West End paedophile ring with alleged links to MPs and TV stars in the 1980s. Mr Groves, now 58, told The Mail on Sunday: ‘I remember we were called to a meeting [and] told by a senior officer that if we found any establishment figures involved, the investigation would be stopped.’ Names of MPs, celebrities and businessmen did surface during the inquiry – though Mr Groves, who retired in 2014, wasn’t privy to them – and 25 men were convicted.The operation was led by Met Commander Trevor Lloyd-Hughes, who died in 1986 amid claims of soliciting male prostitutes. Mr Groves said: ‘The command not to investigate establishment figures was relayed by a senior officer and I believe must have come from Lloyd-Hughes.’
It is a decent and simple article. The quality of Martin Beckfords journalism far exceeds his disgraced Mail colleague Stephen Wright who appears to write to an agenda, rather than the truth.
Coincidentally I was just doing links on an unfinished article on Piccadilly in the 1980’s, in order that it could be published albeit not complete. I have not added to it substantially for some time and realistically I will not have time to finish it, given priorities in other areas. I only started this series on Piccadilly to put the Lawson Report on Leeways, published under FOI, into context and some context that proved to be – the hotbed of vice that is Piccadilly! I publish it as a working document for other researchers and whoever it may help, but some parts may not make sense. If however any details are wrong, rather than incomplete please inform me. Paedophiles around Piccadily 3 re Roger Gleaves [116] and 4, 1970s and Playland [117] have been worked on since this Part 5 article about the 1980s and Operation Circus, and they may contain greater information and detail, although generally about an earlier time period. The next and last in this series from me will be the Lawson Report on Leeways.

The appeals will not feature unfortunately throughout this post, just in the Appendix at the end.
Operation Circus
It is believed that Operation Circus was set up in Autumn 1984 [18] to investigate male teenage prostitution and many other vice related enquiries in the Piccadilly Circus Area [2][25]. The operation is thought to have closed on 17th February 1987 [1].
It seems to have been run by Chief Superintendent Norman Brown [25] [26] [58] whilst he was in charge of Club Office at West End Central, investigating vice and licensed premises in Soho and the West End [25] [26]
In Nov 1984 Police intercepted Robert Dean [41b] who was at the centre of paedophile ring (2.1 iv Leeways Report [41b]), a printer who it was discovered developed and exchanged indecent photos with Cooper, who was in charge of Leeways. Cooper was arrested in December 1984.
Police arrested Man A [13] . Suspects will be listed as letters A to Z in an attempt to narrow down the identity of the 15/25 [12] or more suspects. Man A had swapped indecent pictures with another man. Man B, who turned out to be Ronald Cooper who lived in Orpington. He was employed by the London Borough of Lewisham [13] as the head of Leeways residential home for disturbed children in Bromley [13]. Leeways cared for children with a view to having them fostered or adopted [13].
On 3rd June 1985 he is the first known to have plead Guilty and sentenced at The Old Bailey. Others sentenced, Andrew Prichodsky (January 1986) [37] [38], Malcolm Raywood (January 1986) [38], Abraham Jacob (May 1986), and Samuel Bolger [1] (February 1987) [8]
According to the Times on 18 Feb 1987 [1] Samuel Bolger was the last of 15 to be tried at the Old Bailey since 1985 as Operation Circus was closed. However the Daily Mail of 15th May 1986 [12] reports that Abraham Jacob was the 25th man to be convicted in Operation Circus.
It is not unusual if there are multiple similar court cases for press restrictions to be imposed (rightly or wrongly?). However there does not appear to have been any publicity at the end of them all if this was the situation. Suspicions must be that courts and police also use this as a tactic to keep potentially high profile cases quiet. Court transcripts would be useful, especially if made public.
Metropolitan Police unhelpfully have refused to confirm or deny (and hence release) any details in a Freedom of Information request [5]. This is on some feeble excuse, to avoid the truth coming out.
Men rounded up in campaign were history master at public school, superintendent at childrens home (Cooper?), scoutmaster and another teacher. Sentences only ranged up to 4 and half years [12] .

On 3 June 1985 pleaded guilty to 8 charges of indecency [[41b] 2]. 4 were sample charges of taking and distributing indecent photos between 1979 and 1982 at the childrens home for disturbed children where he had been for 17 years. 1 charge was indecent assault on a boy resident aged 11/12 in 1978/9, one charge related to 9 year old boy, 2 charges relate to encouraging two 5 year old boys to commit act of indecency in his flat which he photographed. OPERATION CIRCUS – In 1984/5 The Met Police major breakthourgh started when police raided Robert Victor Dean of 13 Wimborne Gardens, Ealing at his address he had index card system with hundreds of names and addresses who sent photos of naked boys.
OPERATION CIRCUS – Scottish born Ross Mcgimpsey aged 32 in 1987 was found guilty and jailed for six years, He pimped out boys and girls who ended up been street workers in the West End of London

Although the Orchid inquiry ended with the conviction of four men, its senior officers identified other possible suspects who escaped the net. 1. The Ken Martin Ring, Brent
Kenneth Martin, 65, was jailed for 13 years
Brian Howard-Edmonds, 60, was jailed for 7 years
Charles Wellings, 54, was given a total of nine years after being convicted of five offences including buggery, aiding and abetting buggery, and indecent assault.
2. The Alan Delany/Colin Peters Ring, Ealing
Members of this ring used advertisements for jobs in local newspapers, a CB radio, and babysitting favours to attract boys. The paedophiles did nothing else except go to work or look for kids, Gaspar says. They had no hobbies: their passion was all-consuming. (Source)

Colin Peters, barrister and former Foreign Office lawyer, was jailed for eight years for conspiracy to commit buggery and conspiracy to pervert the course of justice. Alan Delaney was jailed for 11 years for conspiracy to commit buggery, indecent assault, taking indecent photographs, indecency with a child and attempted buggery.
Victor Burnett was jailed for nine years for conspiracy to commit buggery.
Ernest Whittington a council estate orderly, of Harlesden, North London, was jailed for six years for conspiracy to commit indecent assault and three counts of buggery.
Operation Hedgerow was reported to have resulted in the jailing of 14 men.

Murder of 9 year old Daniel Handley[54] . Detective Superintendent Ed Williams. 8 month inquiry. Went missing 2 Oct 1994 from East London. Body found near Bristol [69], 6 months later[66]. Kidnapped and kept alive for sexual purposes [66] by paedophiles Timothy Morss and Brett Tyler, who had met in Wormwood scrubs prison. They took turns filming the sexual assaults [67] . Daniel was then killed and the killers fled to the Phillipines where they continued abusing [66]]. Tyler and Morss each received 3 life sentences[68]on 16 May 1995. David Guttridge received 30 months for helping his gay lover, Morss, hide then flee.
Previous convictions- Timothy Morss jailed for seven years for buggering two twin boys whom he was supposed to have been babysitting , David Guttridge, imprisoned for sexually abusing children – two adolescent boys and a girl. , Brett Tyler sentenced to four years of youth custody for subjecting a nine-year-old boy and his sister to three years of repeated oral and anal rape.[54] Tyler also abused in Manila, Philippines and on his two adopted children there. Kenneth Martin was jailed for 7 years in 1975 for his part in the Playland [94]
Investigation happened after Johny Go Home documentary.[94] He received in May 1981 a 2 year suspended sentence for 2 charges of indecent assault on 11 year old children. A charity, Paddington Churches Housing Association, provides his flat, Mr Bernard Stewart Deane, director would not comment on an indiviaul case, but that they did check tenants backgrounds. Martin said the same kids kept coming round, up to 16 had had chips with him, and that he did not corrupt them. “I cant help if I need to be with them and they need to be with me”
No other record of him with regard to Playland
Police Ops aftermath
Hames said, simply to wait for children to report their abuse or only to follow up the evidence that was found in seized child porn. However, his report was rejected.Five years earlier, one of his predecessors, Iain Donaldson, who ran the squad from 1985 to 1989, had mounted exactly the same argument in a formal proposal, entitled “The Investigation of Multiple Offences of Child Exploitation Outside the Family”. That report, too, was rejected [54]
In 1986, Det Chief Supt Roger Gaspar produced an internal paper called “People not Property” in which he described how he had followed up one allegation by one social worker in Kilburn and ended up dealing with 653 complaints of paedophilia and charging 20 different adults with serious offences against children. Gaspar tried to alert Scotland Yard to the hidden scale of unreported paedophilia. He pointed out that almost all Scotland Yard’s specialist squads were devoted to protecting property – arts and antiques, cheques, counterfeit currency, stolen cars, frauds, robberies, burglaries – and he asked for a squad to protect young people by going out and gathering intelligence on paedophiles and then targetting them.[54]
Gaspar and his deputy, John Lewis, presented their paper to the Association of Chief Police Officers and to the men who were then in charge of serious crime at Scotland Yard, but it was rejected. Shortly afterwards Detective Chief Superintendent Gaspar was put in charge of stolen cars.
Ed Williams knew all this. “It’s almost as though guys like me and Hames and Gaspar are seen as nuisance value to the police service. Child protection is not macho.[54]
