#ScoutsAbuse10 Scouts and Child Sexual Abuse Timeline and Links

[This is an unfinished working copy, that I can no longer finish due to chronic illness due to my inability to think for sufficient time at the required level to finish it. These unfinished posts I have tried to tidy up, so that they are at least readable and as presentable as possible, even if not complete or finished to anyway near my satisfaction.

One of the reasons I started blogging was so that others did not have to waste time in repeating research that I had spent time in doing, whilst I was learning about child sexual abuse, and how horrifyingly widespread it was. Thus I feel it is worth passing on this unfinished research in the hope that it is useful to victims, survivors and other researchers.]

This post comprises research and many links on Scouts abuse, mostly UK, a few Irish and a few US. It contains a partial timeline to the end of 2017 and links, which may be useful to others researching child abuse in the scouts.

I had intended to Timeline all the links that I uncovered, but only got about one third done, then to extricate the information from all the posts into an extended timeline. Then the story of scouts child abuse over the years beomces clearer. If anyone would like to do this or use the information please go ahead.

[18a] David Hopkins, the Scout Leader of the 3rd Hawkinge Scout Group, assaulted child between the ages of 6 and 15 years. It was only when Hopkins was arrested many years later and the police made a plea for victims to step forward that Mr C felt able to disclose that he had been abused. We secured £200,000 compensation for Mr C, which included damages for the impact the abuse had on Mr C’s education and career. Five clients between 2012 and 2013, who had all suffered sexual abuse at the hands of their Scout leader, David Hopkins
[18b] Victim abused in the 1980s when he was aged between the ages of 10 and 14 years old by Gary Collier, the leader of the 1st Ormskirk Scout Group. Mr G reached out to the Scout Association in 2009 and asked for help obtaining counselling for the abuse he suffered. When the Scout Association refused to help, Mr G contacted us and we successfully recovered damages of £45,000 for him. [18c] We represented three clients who had all been sexually abused by Kevin Pilling, the Scout Leader of the 34th Lancaster (St Chad’s) Scout Group, during the 1990s. We recovered a total of £340,000 in compensation for our clients, which included damages to allow them to have expert counselling and therapy
Clark was the leader of the 4th Putney Drummond Cub Scout group and 4th Putney Air Scout Group. It was through his role as leader that Clark took advantage of his position to abuse girls at the group spanning a number of years across the 1980’s and 1990’s.

Scout master Michael O’Leary 17^th Fareham Scout Group. The abuse took place during scout meetings at a local church on a number of occasions in 1960’s. Apology from the Scout Association which is not a legal remedy. Zahra Awaiz-Bilal, a Senior Solicitor in the abuse department at BBK, is currently campaigning for this to become a legal remedy

A number of cases have taken place in the United Kingdom. Initially a range of internal measures were used to assess applicants, until 2002, when the Criminal Records Bureau was formed following public concern about the safety of children, young people and vulnerable adults.^[17] This was replaced by the Disclosure and Barring Service in 2012. Despite these additional safeguards, some individuals have still managed to gain access to young people within the Movement. Some notable cases are listed below.

In 2006, Alan Grant, a 42-year-old man who had held Scouting leadership positions in Scotland for more than 20 years, admitted to abusing two 15-year-old boys in his home in 2006. To entice the boys to visit his home, Grant had set up a “fake camp,” complete with fake parent authorization forms, and obtained the parents’ permission for the boys to attend. Instead, the boys were taken to his home and given alcohol before the abuse took place. He was sentenced to nine months in jail. In response, the Scottish Scouting Association representative said the organization’s background checks were as “robust’ as they could be.”^[18]

In 2008, Wilson Reid, a 49-year-old Scout leader in Portadown, Northern Ireland, was arrested and charged with count of rape, three counts of indecent assault against a male child and one count of supplying intoxicating substances to a person under 18. These incidents took place in 1997 and 1998.^[19]

A 37-year-old man from Norwich, England who had been a former Scout leader pleaded guilty in 2009 to five charges of having sex with a child. The sexual activity started about 2004, when the child was 13 years old, and continued for three years. The offender, Julien Pike, was sentenced to four years in jail. In reaction to the case, an official of The Scout Association said, “The association is aware that Julien Pike has pleaded guilty to the charges laid before him. Pike was suspended from any form of contact with the movement as soon as we were aware of the arrest. The Scout Association carries out stringent vetting of all adults who work with young people.” ^[20]^[21]

In April 2011, David Burland, 53, of the 1st Burnham-on-Sea Scout Group in Somerset, was bailed to appear before Taunton Deane Magistrates’ Court after being charged with 12 indecent assaults, 13 counts of sexual assault, four counts of gross indecency and six of inciting a boy to engage in sexual activity. These charges relate to the alleged abuse of boys under the age of 16. Burland also faces a charge of sexual assault and indecent exposure relating to a girl under 16.^[22] Burland had been involved in the Scout movement since the 1990s.^[23]

On 25 April 2011, 44-year-old Steven Etherington, from Pocklington, East Riding of Yorkshire, was found guilty of two counts of sexual assault. He bound the hands and feet of one boy and whipped him with a wet tea towel for not wearing a high-vis vest while cycling. Another boy was staked to the ground and tied to tent pegs in a star shape to teach him not to be ticklish. Etherington was The Scout Associations’ child protection officer, in charge of training Scout leaders across the Yorkshire district.^[24]

In 2014, the BBC learned that more than 50 people had instructed UK solicitors Bolt Burdon Kemp over historical abuse claims against The Scout Association since the Jimmy Savile scandal emerged. The association and individual Scout leaders have also paid £897,000 in damages, the lawyers for the claimants say. One MP urged an inquiry into failures to pass records of abuse to police. [S15.2] Mr Michinenski, Chair of Halifax north district Executive (scouts or council?) and no one really knew about it [S15.3] A Mr Graham Backhouse had been involved in Sowerby Scouts, took over from Ryall as scout leader . He was unequivocal that he would have heard about it. There was an incident in the 1970s but that the man had left and that man was not Dr Ryall!! [S15.4]

Paul Prestidge who has been arrested in Cambodia

A CONVICTED child sex offender and former teacher who has been on Plymouth’s most wanted list for five years has been arrested in Cambodia.

Former scoutmaster and convicted paedophile Paul Prestidge, 35, now faces deportation after being interviewed by Cambodian police over the weekend.

Prestidge, who was jailed for three years in 2007 for making indecent images of naked boys and keeping hundreds of child abuse images on his computer, failed to return to the UK from a holiday in Spain in 2010, breaching the conditions of his order.

Formerly of Efford, he is thought to have lived in Spain for four years before travelling to Cambodia, where he is understood to have been living for about a year – and working as a maths teacher.

Cambodian officers had been tipped off about Prestidge’s presence by the British Embassy according to Major General Uk Heisela, the chief investigator at the Ministry of the Interior’s Immigration Department.

General Heisela told the Khmer Times: “The arrest came after the British Embassy in Phnom Penh asked Cambodian authorities to keep an eye on him.”

Undercover officers monitored his apartment in the Sen Sok district of Phnom Penh for two days before the immigration department raided the house on Saturday morning, General Heisela said.

“We seized two laptops and some disks,” he added.

General Heisela also told the paper that Prestidge would be extradited to the UK after being questioned by British embassy officials in Phnom Penh.

Prestidge has reportedly been teaching at a private school in Phnom Penh for the last 14 months – despite a UK court ruling forbidding him from working with children.

The Crimestoppers record reads: “Paul Prestidge is a Registered Sex Offender who notified the Police on May 28, 2010 that he was going on holiday with his parents and brother to Spain. He failed to return. Paul has failed to comply with the conditions of his order and is being sought by officers.”

In 2007, Prestidge faced a trial which included evidence from 33 witnesses – among them 13 boys.

The court heard how on some camping trips boys would play ‘dare’ games such as one known as The Full Monty which involved them stripping naked or semi-naked – while Prestidge would take photographs with his camera and reward them with sweets.

He was convicted of two charges of possessing indecent photos of a child, one charge of making an indecent picture of a child, two charges of taking indecent pictures of children, two charges of taking indecent pictures of a child and one charge of voyeurism.

Parents of the 14 child victims cheered as Judge Griggs announced jail terms totalling three years.

The judge told him: “You are just 27 years of age, a highly intelligent young man, a teacher, who has abused his position as a Cub leader.

“You have had a distinguished Scout career, but what you have done is contrary to all the ethics of Scouting.

“You have lied in court and forced Cubs to come to court and go through the terrifying ordeal of having to give evidence and face accusations.

“You have called witnesses to your good character, abusing that relationship, and this puts into context your criminality.

“You have betrayed the Scout movement and made it more difficult for law-abiding citizens to do voluntary work.”

Speaking after the trial, a mother of one of the victims said: “Prestidge has put us all through 15 months of hell waiting for this trail to end.

“But at least we’ve stopped him from doing it to anyone else.

“I just hope that now we can put it behind us and get on with our lives.”

It is understood Devon and Cornwall Police have been alerted to his arrest.
