Child Sexual Abuse in the Isle of Man

This post is limited to the newspaper information available digitally, which only goes back to Year 2000. This is not a large time period to go on, but enough to give a potted history of abuse on the island, and using the information found takes us back to some abuse back in 1950.

However these snippets of information serve to raise a large number of questions. More research and information is need to follow up. The initial search was for search terms child sexual abuse isle of man, paedophiles isle of man, manx paedophiles. Now it could be extended to using peoples names names and other search terms. Court appearances, court appeals, more newspaper digital records, newspaper archives, Tynwald minutes and relevant committee minutes checked. Abuse is prevalent on boats [66]– are there any clues as to this on the Isle of Man? Is the power elite inclined to to abuse? Does the island have its own Security services or use the UK’s already tainted with abuse?

Below are some of the questions that need answering.

Operation Ore arrests. This was a huge worldwide operation yet there is virtually no on island information. [26] [33] Who was arrested? Were they tried? What happened?

Operation Spade appeared to find someone on the island [61] [60]. What did the Manx Police do? How many suspects were arrested and charged, with what result?

Richard Owen was Head of Biology at King Williams College between 1971 and 1985. He left the school when Dr Paul Bregazzi, the college principal in 1985, gave Owen the option of resigning or allowing a full investigation to take place. Owen was only convicted  in 2000 of offences from 1982-1985 [1] . Did Owen commit other offences from 1971-1982? He then owned a hosiery business in Cheadle. Did he offend in Cheadle? Was there an internal investigation at King Williams College of the abuse and the cover up By Dr. Paul Bregazzi? Did the boys receive compensation? As the school has covered up one child abuser how do we know there were not more?

Abuse was investigated as part of Operation Cleopatra at Isle of Man Children’s Home, Knottfield, Woodbourne Road, Douglas, which closed in 1983. [2] Who was involved? What happened at the home? What happened in Operation Cleopatra inquiry?

The Harold Brian “Hal” Volante case is confusing. [25][58][59]  He coached with the Ellan Vannin Gymnastics Club in Pulrose. He was convicted of indecently assulting several girls at the club. A man who had raped and indecently assaulted children aged two-and-a-half to 12 in the 1960s and 1970s had travelled off island with the club. Was this also Volante or was this someone else? What happened in Volantes appeal? Was he sacked from the gymnastics club? Why was the other child rapist allowed with the club? Was there an internal investigation at the club?

Leonard Desmond Craine had 37 years of offending back to 1950 [27]  Was this offending all on the island?

Father Neil Gallanagh was fined for assaulting a nine-year-old boy on the Isle of Man in 1960, while he was a priest in Northern Ireland [13] . Was this court case in IOM? Why was he only fined? Why was he in the IOM and was he visiting priests of similar persuasion?

Between 1971 and 1981 in Salvation Army Band Ernest Hinsley Platt sexually assaulted two boys [4]. Was he the only child abuser at the Salvation Army?

2002 Gerard Cleary was jailed for taking photos under the skirts of children. He was a teacher at Rushen Primary School. Cleary was born in Salford and taught in Prestwich, Radcliffe and Bury before coming to work in the Island in 1991 [52]. Was this his only offending?

John Harry Bridson [41] has a long history of abuse and moving about and of course was trained to kill in the army. What happened to him? Where is he now? What is his lifetimes offending?

Andrew James Maddrell, a former employee at the Sandcastles nursery in Douglas, had pleaded guilty to sexually assaulting a child and making indecent photographs of children. [38] [18] [39] More information is needed on this serious case with very young children

An Isle of Man teacher has been sentenced to a total of 15 years in prison after being found guilty by a jury of one rape and 10 sexual assaults [20]. Davoud Taghinejad who was employed at the Isle of Man college committed the offences against the girls aged between 13 and 17 who he taught maths to privately. He should still be locked up as of 2015 but were there other asssaults?

Paedophile scout leader Chris Dobson left £100,000 to Eric Arts Centre and Isle of Man Steam Railway Supporters (who courageously refused it) [11] [24]. When did he visit Isle of Man and did he abuse when he was here?

2014 Mar 6 BBC [5] Isle of Man abuse risk children ‘needs not met’. Children at risk of abuse and neglect in the Isle of Man are not being given enough protection, according to a Scottish social care watchdog. What child protection measures are in place, for childrens homes, fostering and family abuse ? Are they adequate or too stringent?

It would be useful if someone could research the archives of the newspapers and put relevant articles online, as spotlight on abuse has done many for Britain [65] . Similarly local knowledge needs adding to this outline.

1950 Leonard Desmond Craine, 73, had more than 20 convictions for attacks on women and children during a 37-year reign of terror. Mr Craine’s first conviction was for indecent assaults on women in 1950. On island?. [27]

1960 Father Neil Gallanagh was  fined for assaulting a nine-year-old boy on the Isle of Man, while he was a priest in Northern Ireland. [13] He went on to abuse many others.

As part of Operation Cleopatra run by GMP the Islands police family protection unit appealed for information from former residents and staff at the Isle of Man Children’s Home, Knottfield, Woodbourne Road, Douglas, which closed in 1983. A special hotline received at least seven calls. Detective Sergeant Richard Power said the calls had produced useful lines of inquiry which are being investigated.

2001 Jan 21  IOM today [4]  Former Salvation army Band member jailed for sex assaults  Ernest Hinsley Platt, 66, was jailed for 14 months by Deemster Kerruish. He lived on the island between 1971 and 1981. He abused 2 boys over aged 11. Both boys were in Salvation Army band. One between 1971-74 Platt admitted two counts of indecent assault and two of procuring an act of gross indecency on the boy. He asked for two further indecent assaults on the second boy, committed between 1976-81, to be taken into consideration. Advocate Dawn Jones defended and Advocate Michelle Norman prosecuted. Platt said he had been abused as a child during his time in a children’s home. Maybe part of Op Cleopatra GMP?. Platt moved to Cornwall.

June 2001 – February 2003 John Howard Grundey committed offences with images on computer. [Appendix 1]

2002 Mar 5 IOM Today  [47] Sex Offenders register comes into force. The register, which anyone found guilty of or cautioned for any of a list of offences must sign up to, came into effect on Monday under regulations in the Criminal Justice Act 2001. Detective Sergeant Richard Power, of the family protection unit, said: ‘The purpose is to compel convicted sex offenders to register with the police as long as the offence appears in the schedule of offences. Detective Constable Neil Cracknell, who will coordinate the register, said offenders will be on the register for varying lengths of time depending on the sentence they have been given. ‘For sentences of 30 months or more you are on indefinitely, for six to 30 months it’s 10 years, under six months it’s seven years and any other is five years,’ he said. Chief probation officer David Sellick revealed one of the leading psychologists for dealing with sex offenders, Dr David Briggs, is drawing up a programme for offenders and working with the probation service and police.

2012 Aug 22 IOM Today [51] Sex Offenders Register numbers greater than expected. ‘Last year we dealt with 165 investigations, the year before it was 120. This year (from April), we have so far had 72. When the Island’s register came into effect in March this year, the family protection unit estimated there were about 12 people already in the system who would be required to register. However, just five months later, there are already 10 people registered and seven more in prison who have been ordered to register on their release.

2002 Sept 9 IOM Today [37] Police Warn against vigilante action. ANGRY parents have started a petition to get a convicted paedophile moved from his Port Erin home. The Examiner can reveal the man was first convicted for indecent assaults against women in 1950 and was sentenced to six months in prison for an indecent assault in 1987, his last conviction. During that time he committed a series of violent offences and indecent assaults against woman and children. The man has at least 20 convictions. Because his last was 15 years ago he has not been forced to sign up to the sex offenders’ register. This was Leonard Desmond Craine who died later in the year [27]

2002 Oct 17 IOM Today [30] Parents Demand to know indentity of paedophile. It’s understood the man was spoken to by police after a parent spotted him outside Albert Road school in Ramsey. Both Albert Road and Auldyn Infants Schools have since tightened up security and police have increased patrols around the schools. Mike Faragher, head teacher at Albert Road, said: ‘That was the first information that we received.

2002 Aug 1 IOM Today [52] Former Teacher jailed for child photographs. A PERVERT has been jailed after he took photographs underneath the skirts of unwitting children. Former teacher Gerard Cleary, 48, was told by acting Deemster Brian Carter his actions had caused serious public offence and there was no alternative but to jail him for four months. Detective Constable June Scully headed investigation. Advocate Stephanie Jackson prosecuted, advocate Simon Watson defended. Unmarried Cleary, who has no children, had been suspended from teaching since he was charged and resigned from his post at Rushen Primary School last month. Cleary was born in Salford and taught in Prestwich, Radcliffe and Bury before coming to work in the Island in 1991. Cleary was jailed for four months for each offence, the terms to run concurrently.

Inspector Ormond-Smith added: ‘Child abuse is a subject which gives great concern to the community and the Criminal Justice Act was brought in to give police greater powers to identify paedophiles and prosecute those who are found with this type of literature.

2002 Nov 28 IOM Today [27] Paedophile Dies. A CONVICTED paedophile who sparked a petition by angry Port Erin residents has died. Leonard Desmond Craine, 73, had more than 20 convictions for attacks on women and children during a 37-year reign of terror. Mr Craine’s first conviction was for indecent assaults on women in 1950. During the 1970s he was jailed for sex attacks on two girls under the age of 14. His last conviction was in 1987 when he was sentenced to six months in jail for indecent assault.

2002 Dec 5 IOM Today [48] Anger as sex fiend returns. Alec Dawson, who was jailed for 29 months for gross indecency and two offences of indecent assault, has been staying in David Gray House in Broadway, Douglas. He was placed on the sex offenders’ register for 10 years and if his sentence had been just a month longer he would be on it for life. He is also on licence until February 2007. Dawson was jailed after exposing himself to two nine-year-old girls and performing an indecent act in front of them and for two offences of indecent assault on a three-year-old. He was jailed in February. Two months ago Dawson was living in Ramsey and there were calls for his identity to be made public. ‘The reason why a person would be put in David Gray House is because it is assessed as being safe and that the right supervision can be exercised by probation.

2002 Dec 20 IOM Today [26] No Comment on Paedophile Investigation. Operation Ore. Detective Chief Inspector Dave Bell refused to say whether suspects have been identified in the Island.

2002 Dec 20 IOM Today [50] No video ban for island parents.THERE are no plans to introduce in Manx schools proposals in Scotland which would see parents banned from filming their children in nativity plays and concerts.

2003 Jul 31 IOM Today [15] pervert jailed for 12 months. Peter George Kett had a total of 36,000 photographs downloaded onto the computer. Some of the images  images showed boys performing sex acts on each other and girls being abused, said Linda Watts prosecuting. The 32-year-old, who worked for Barclays Bank in Douglas, was jailed for a year and placed on the sex offenders’ register for five years by Deemster Doyle on Monday. Advocate Jim Travers said the defendant was abused by his father as a child and wanted to find out what he could about child abuse. The deemster also ordered Kett to leave the Island for five years after his jail term and ordered the computer to be destroyed.

2003 Feb 3 IOM Today [33] Raids on alleged net paedophiles. HOMES around the Island have been raided as part of the Operation Ore crackdown on alleged paedophiles. Several houses have been targeted by officers, people arrested and evidence removed from homes as the worldwide hunt for people viewing sick images of children on the internet spreads to the Isle of Man. 2003 Dec Original Source unknown -apologies [23] [See Appendix 1] Porn case man put on register. A MAN who admitted having images of naked children on his computer has been given a 12-month conditional discharge. John Howard Grundey, 57, who recently moved from the Isle of Man to Oatlands Avenue, Bar Hill, Cambridge, admitted five offences of possessing indecent or pseudo images of children.He appeared before High Bailiff Michael Moyle on the Isle of Man on December 23 when he was handed the conditional discharge and placed on the Sex Offenders’ Register for a year. Prosecutor Pamela Butterworth. On it were images of naked children and he was arrested. Advocate Jason Stanley said the offences were committed between June 2001 and February 2003 and were not as serious as some.

2004 Jul 23 IOM Today [40] Manx Telecom considers anti porn measures.  TECHNOLOGY to bar paedophiles from viewing child pornography on the internet could be introduced by Manx Telecom. The company confirmed it would be interested in adopting BT’s Clean Feed filter system, which blocks illegal websites, including those showing sick images of children.

2006 Aug 11  IOM Today [57] Gay Sex age lowered to 16. GAY sex at 16 will be legal from September 1. And the controversial scrapping of section 38 – which made the promotion of homosexuality illegal – will also come into force. The Sexual Offences (Amendment) Act will come into force, equalising the age of consent for gay and straight couples and finally removing section 38 – both moves felt by many to be long-overdue. The law also makes internet grooming and abuse of position offences. [Of interest from a blackmail point of view]

2008 Feb 26 Manx Radio [44] Paedophile scheme to be monitored. It’s a case of wait and see for the Isle of Man and ‘Sarah’s Law’.

2008 Mar 6 IOM Today [25] Paedophile was allowed to accompany young gymnasts.A PAEDOPHILE was allowed to accompany young gymnasts on an off-Island trip, a court heard. The revelation came to light during the trial of gymnastics coach Harold Brian Volante, who denies eight charges of indecently assaulting seven girls. The man had raped and indecently assaulted children aged two-and-a-half to 12 in the 1960s and 1970s. , Mr Volante went on to become the head coach of the Ellan Vannin Gymnastics Club in Pulrose and had been member of British Gymnastics Association since the 1980s.

2008 Jun 10 IOM Today [28] Police appeal over suspected paedophile. Rugby man Brian Hughes, who is suspected of abusing children over a 40 year period. No evidence to suggest he is in the Island.

2008 Jun 23 IOM Today [14] Douglas man held 1,100 indecent pictures of children. Karl Anthony Inglis pleaded guilty to nine counts of possessing indecent printed or moving images of children before a Court of General Gaol Delivery on Monday. Inglis was placed on the sex offenders register for five years, ordered to notify the authorities of any travel plans during that period and banned from taking work with unsupervised access to children.Darren Taubitz advocate.

2008 Jul 28 IOM Today [59] Volante appeals against indecent assault convictions. appeals are now scheduled for a two-day hearing on September 4 and 5. Hal Volante has launched an appeal against his conviction for indecently assaulting girls. Advocate James Quinn. In March this year a jury convicted Mr Volante of four counts of indecent assault on young girls aged 10 to 15, but acquitted him on four further charges. Mr Volante was sentenced to 12 months’ imprisonment suspended for two years and a one-year supervision period. A Sexual Offences Prevention Order placed a 10-year ban on him from coaching children

2009 Mar 24 Manx Radio [43] No plans to trial ‘Sarah’s Law’. The Isle of Man has no plans to start a trial of the so-called Sarah’s Law. A scheme is currently being trialled in southern England which allows parents access to information on paedophiles living in their community.

2009 Mar 27 IOM Today [41] Former soldier on sex offenders’ register assaults child.A FORMER soldier has been jailed for indecently assaulting an eight-year-old girl. John Harry Bridson, c/o Isle of Man Prison,  charged with indecent assault. Acting Deemster Turner. Stuart Neale, prosecuting, told the court Bridson was arrested in May 2008 after the girl, who cannot be identified, spoke about the incident at a house in the west of the Island in April 2007. The court heard Bridson was dishonourably discharged from the Army after being convicted of indecent assault on a 15-year-old girl in 2000, by a court in Newcastle. He then received a caution for indecently assaulting a 12-year-old girl in 2002. Paul O’Neill, defending.

2009 Nov 16 IOM Today [53] ‘Bill threatens to make Isle of Man a police state’ – claims MLC. To create new offences to protect children from paedophiles, including actions such as inciting a child to engage in sexual activity and causing a child to watch a sexual act, plus heavier penalties for the printing or selling of obscene publications.

2010 Apr 10 Telegraph [13] Catholic Church decided not to unfrock priest who abused deaf boys. Fr Neil Gallanagh was moved to the school in 1973 despite having been fined for assaulting a nine-year-old boy 13 years earlier on the Isle of Man, while he was a priest in Northern Ireland. Gallanagh abused boys while working as the chaplain of St John’s School for the Deaf in Boston Spa, West Yorkshire, in the 1970s. The abuse first came to light in 2002, by which time he was working as a parish priest in Horsforth, Leeds. In 2005, by then 75 and retired, Gallanagh pleaded guilty to indecently assaulting two teenage pupils at the school.

2010 Jun 17 Manx Radio [19] Sex offender admits further charge. Geoffrey Paul Sayle, of David Gray House has breached a sexual offenders’ order by approaching some young boys while they were playing in the sea.

Passing sentence Deemster Alastair Montgomerie noted Andrew James Maddrell, a former employee at the Sandcastles nursery in Douglas, had pleaded guilty to sexually assaulting a child and making indecent photographs of children only in August this year shortly before he was due to stand trial, having initially denied them. He was sentenced to 5 years 3 months imprisonment.

Davoud Taghinejad who was employed at the Isle of Man college committed the offences against the girls aged between 13 and 17 who he taught maths to privately at his home in Douglas. For the rape, Taghinejad was sentenced to nine years and for the sexual assaults he received a further six years. His name is to be placed indefinitely on the Sex Offenders’ Register. DEAD paedophile Chris Dobson left a host of charities most of his £500,000 will, the Chronicle can reveal. The former primary school teacher, Scout leader and stalwart of the community died on December 15, 2012, before a stash of child pornography was unearthed at his home by potential buyers. Dobson donated sums of £106,226 to the Erin Arts Centre on the Isle of Man and Isle of Man Steam Railway Supporters (£1,000). The Erin Art Centre was unavailable for comment.

Daniel Edward Kelly, from Peel, denied two further counts of possessing, making and publishing indecent images of children at Douglas courthouse. He was granted bail and will appear in court again on 22 July.

Adam Burley, 44, who now lives in the Isle of Man, was given a two-year suspended sentence after pleading guilty to buggery, gross indecency and indecent assault at Bradford Crown Court. Offences had taken place in Doncaster between 1986 and 1989 against a 12-year-old boy.

Porn case man put on register

A MAN who admitted having images of naked children on his computer has been given a 12-month conditional discharge.

John Howard Grundey, 57, who recently moved from the Isle of Man to Oatlands Avenue, Bar Hill, Cambridge, admitted five offences of possessing indecent or pseudo images of children.

He appeared before High Bailiff Michael Moyle on the Isle of Man on December 23 when he was handed the conditional discharge and placed on the Sex Offenders’ Register for a year.

Police acting on a tip-off seized Grundey’s computer from his then home in Friary Park, Ballabeg, on February 3, said prosecutor Pamela Butterworth.

On it were images of naked children and he was arrested.

Advocate Jason Stanley said the offences were committed between June 2001 and February 2003 and were not as serious as some.

The case had a devastating effect on him. He was subjected to abuse and threats which caused him to lose his job and forced him to move.

Mr Stanley said Grundey hadn’t downloaded or saved the images.

Imposing the conditional discharge, Mr Moyle said community-based sentences were not available to him and the defendant had no means with which to pay a fine.
