Cornwall Council Publish 1994 Azimuth Trust Report

Cornwall County Council have released an unredacted May 1994 Internal Inquiry Report, chaired by Mrs. PM Englefield entitled “Principal Failing Report” [2]. This is a report of an internal Council investigation into events surrounding the employment of child abuser Michael Johnson, by the Council.

A 1987 report which I also requested, on an previous investigation into allegations of abuse by Michael Johnson had already been destroyed.

Council “Principal Failing” Report Key Points

1. It is the first widely available information directly from Cornwall County Council about  the Azimuth Trust abuse, mainly about Michael Johnson.

The Terms of Reference (ToR) are narrow and the recommendations overwhelmingly procedural. It fails to widen the ToR to search for any evidence of further abuse despite the fact that other paedophiles are found. A startling omission.

The report said that any discussions on the prohibition on the use of Johnsons own boat for disciplinary reasons were informal, and no indication as to whether it was time limited. They could not be proven. Also contrary to media reporting beforehand, the Report said that there was no indication that he should not carry out work with children unsupervised. Johnsons disciplinary action in 1987 ended with a formal written warning for striking one student and coarse language which was removed after 1 year. Council were right to take this action.

2. The Report does indicate links to possible paedophile networks and connections to other paedophiles.

a) It helps fill in details of the activities of paedophile Michael Johnson who is Mr TA in the report.

b) It gives slightly more information on Johnsons fellow founder and trustee in Azimuth Trust who was Paedophile Information Exchange member Doctor Morris Fraser, Mr TB in the report. Fraser is mentioned as a probable perpetrator of child sexual abuse on one child [p36],  “son may have been abused by Mr TB [Morris Fraser] not Mr TA” [Michael Johnson] [p36]

c) It mentions a respected primary school headteacher who was investigated and convicted of child sexual abuse on pupils [p14].

d) 150 inquiries from 1987 and 1992  re. possible abuse to Joint Committee (not counting familial abuse). [p14]

e) It mentions “Possible involvement with other paedophiles” [p40]

f) It mentions emergence of possible paedophile ring from Azimuth Trust papers ” [p33], which might be the same as e)

g) It mentions a 1991 “Penzance paedophile ring”  [p10]

i) It gives us more insight into the method of operation of child abuse networks related to boats.

3. No other paedophiles connected with Azimuth Trust were charged. Why were no other paedophiles connected to Azimuth charged? The Police were supposed to investigate the wider paedophile ring and distribution of pornography. What role did various Police play in a cover up, if any?

Background of Azimuth Trust

Michael Johnson met Morris Fraser though Ecole en Bateau. Morris Fraser, a convicted child abuser, was a director of Ecole en Bateau, a similar set up to Azimuth in France,  found later to be also run by another paedophile, Leo Kameneff.

Adventure and Education Afloat formed March 1989. It is not certain whether it changed its name, or merged to form Azimuth Trust in either 1989 or 1990, with Morris Fraser and Johnson and John Lambeth as founders. The newsletter was called Sea Borne [24] and often contained naked boys. The magazine was sold to other paedophiles.

Four summer cruises were held from 1989 – 1992. The last one finished prematurely with Johnson being arrested after parents of boys on the cruise complained to an Azimuth Trustee who had alerted the Council.

Child abuse charges were brought against Johnson covering 1 Jun 1989 to 30 Nov 1991. He was charged in Oct 1993 after having been arrested in Gibraltar in Oct 1992. He was sentenced to 4 years in Feb 1994. In Nov 1993, after Johnson was charged the Council agreed to set up an internal inquiry which reported in May 1994.

Connections to other paedophiles were found in Azimuth Trust Papers. It is known Fraser had links to paedophiles Charles Napier, Terence Waters, Peter Righton and Leo Kameneff, Bloomfield and probably many others since he had been offending for years. Johnson also appeared to have connections to at least one other unnamed paedophile apart from Fraser.

A council internal inquiry produced a report in May 1994 which concentrated almost solely on Michael Johnson and whether internal council procedures after an inquiry into Johnson in 1987 and the further revelations in 1992.

Only Johnson was charged. Morris Fraser was not, although he had previous convictions, and although there were also allegations about him in Azimuth Trust from a boy. He was later charged with other child abuse offences. No-one  else connected with Azimuth, to my knowledge has been charged with offences at Azimuth Trust. Was there a cover up? Many people think so.

“To look into and review the circumstances surrounding the investigation into and the Disciplinary hearing of Mr TA (Michael Johnson) in 1987 together with subsequent events and carefully consider all available and relevant matters.

Make recommendations to the Education, other Committees and Panels of the County Council and ensure the maximum level of safety and security of children.

Finally to publish the full findings of the investigation which are to be made available to the general public” !!

Introduction

The report was released in response to a Freedom of Information request [1] from January 2014, over a year ago, with a full internal review or maybe two, several queries regarding the redactions . During the last year they have released 3 other versions of  the report , with 2 different levels of redactions and one with some sections not readable. I do not include direct links to those here but they can all be checked from the original FOI request [1]

Cornwall County Council (CCC) have finally now released the full unredacted report,  “as a result of new evidence and officer testimony we have now been able to conclude that The Principal Failing report was publicised in its current form to local schools and relevant professionals in 1994. It had also been already anonymised to protect the identity of those who could have been identified.”

It should also be noted that there were 2 different reports from 2 different internal inquiries into Michael Johnson,  the one released ie “The Principal Failing” from 1994 and a previous one from 1987, which has been destroyed by the Council.

I was told – “Reviewing the case notes held I can confirm to you that the report written in 1987 no longer exists and was destroyed following document retention schedules several years ago. I apologise that this has not been clearly outlined to you in previous correspondence from us.”

If anyone has a copy of the 1987 report it would be gratefully received and I have written to Cornwall County Council about this destuction for futher information. [1]

Despite the delay I would like to thank Samantha Hocking, Information Governance Officer and all those at Cornwall County Council for the release of the unredacted report, and the various processes in this procedure.

The actual decision to release the Report seems to have come after a review by a large number of people in this case, not as is often the case, a single person review.  There is a large learning curve for people who cannot conceive this abuse can happen, cannot perceive the scale of it and cannot face up to the unpleasantness. Also I do realise that it is never easy for a Council to face up to possible mistakes made in its past, and the inevitable criticism that comes with it and it is often easier to make a negative decision to prevent release rather than the braver one of releasing.

I know that for many victims the truth whilst painful, is one of the key stages of healing and many will be grateful for this decision. This all having been said, I was disturbed by the long delay and I am also worried that an important document such as the 1987 Report has been destroyed. It is always the suspicion that these are destroyed to hide evidence.

I have had limited time reading this report, and had technical problems in my research for this and this article may be a bit stilted.  However these are my observations from that reading. There is much I could have missed, I have just brought most of the information together in one place, and I would urge others to carry out more research. To tackle the problem of child sexual abuse we need as many people as we can in each region to carry out research, to ask more questions and link together. This would be a good start to investigating paedophilia and failures to root it out in Cornwall.

I do not intend to spend much time concentrating on reviewing the report per se. Alot of the problem at that period of time, was that many people did not believe, or want to believe or want to face up to the fact that abuse went on, and Council and police child protection procedures were only just in place.

My purpose in this post is to draw attention to areas of abuse, details, dates and places and names of paedophiles, the ways they operate and joining the dots so that the network or pryamid of paedophiles across this country and the globe is exposed. We need to build local and regional research networks across the country who do as much research as they can and publish it to expose this curse on our children which has been happening for at least 70 years.

It should be understood that although Johnson was employed by the County Council at the time, the Azimuth Trust was nothing to do with the Council, and further, that the long summer trips of the boat were separate even from the Azimuth Trust. They were being run as commercial ventures by Johnson and his wife and another trustee.  In the Annex it states that Johnson was on 2 year unpaid secondment. [xviii]

Thus although Johnson was a trustee of Azimuth Trust, the Council had limited powers with regard to Johnson, and the children, many of whom were from outside Cornwall and indeed from 5 different countries. The boat was also sailing in international and other countries waters around the time of the 1992 revelations.

The Principal Failing Report and the Council

The title “Principal Failing” and the quotes from Lewis Carroll appear odd for such a serious subject, especially in light of the suspicions that Lewis Carroll was a paedophile. [25][27]. Perhaps someone could enlighten me as to the meaning?

The 1992 Report is partly about the 1987 Report and without the 1987 Report the 1992 Report is obviously not as useful as it could have been.

The timelines in the Report are of interest as they give the national and local context of awareness of child abuse in which the Johnson allegations appeared. The Cleveland Report 1988, the Working Together document was published and more formal procedures for Council working with the police were instigated during the 1988 to 1994 period, between the two Johnson Reports.

The terms of reference are narrow and the introduction in Part B from those terms of reference narrows them still further [p7].  This is often the case with many organisations who are investigating themselves. They seek to minimise blame rather than tell the truth, even if only subconsciously. eg No attempt is made to look at abuse prevention, just whether procedures were followed after an initial report of abuse has been made in a tickbox culture.

On page 1 of the report it makes clear that the Inquiry into Johnson was set up “representing the political groups”. Thus politics was a factor from the start. I do not know of the political make up of the council at the time of the inquiry, the reports publication, nor when Johnson was taken on or the abuse ocurred but it could make for interesting reading to understand any political effect on the inquiry.

As the terms of reference at the November 1993 meeting were essentially limited to Mr TA (Michael Johnson) and to procedure, then the recommendations all revolve round internal processes about what to do when allegations of child abuse are made. There is nothing startling or revealing in the recommendations themselves [p5].

Whether by accident or artifice, then many local authority investigations are limited in this nature, rather than proactively looking for child abuse and preventative strategies for avoiding it. Even though allegations were made about Morris Fraser,  the scope of the Council investigation was not widened into whether Johnson or the associated network of paedophiles found had any other connections with children in the care of Cornwall Council. This appears a startling omission.

Media indicated that Johnson was told not to use his own boat after disciplinary action in 1987 [5][4]. The Report found that the discussions on the use of his own boat were informal, and no indication as to whether it was time limited [5][4].They could not be proven.

Media also suggested that Johnson was told that he should not work unsupervised with children, but the Report said that there was no indication that he should not carry out work with children unsupervised [20] [28].

The disciplinary action in 1987 ended with a formal written warning for striking one student and coarse language [p15] [p20] which would be removed after 1 year.

The report does not state how many times boys were abused on Council premises when under Council jurisdiction. It just mentions that some were [p1] . It does not appear to have investigated “stages” which were held on Bodmin Moor for team building. This appears to have been a crossover between council activity and Johnsons private activity preparing for the boat trips. Nor does it seem to investigated the LEA 3 week holiday cruise 1986 [p19] [p17] of which I suspect there were many. Why were these not looked at by the Council for potential child abuse?

The Cornwall County council state they have no children homes. This reduces the likelihood of any possible paedophile network having a residential base.

Johnson, presumably without permission, used Official LEA accident disclaimer forms on “family ” trips, therefore the investigation did not seek to distinguish between LEA and private cruises. No further mention was made of this, further comment about the ramifications would have been useful and how efforts could be made to stop this in the future.

In 6 years since 1987 the Joint Consultancy was set up to deal with reports of child sexual abuse they received 150 enquiries of inappropriate or abusive to child in their care [p14] . 100 were dealt with by discussion or internal agency disciplinary procedures. 50 were dealt with by a strategy meeting and police and social services investigation. Only 3 were prosecuted, two resulted in the professional leaving their profession and one was cautioned, most of the rest dealt with under internal agency disciplinary procedures. A quarter of these 50 cases involved more than one victim. cf. 1400 cases of suspected abuse annually are dealt with of a child in a family context. The figure of 3 prosecutions appears low. 

The following is from PA news  [9]  who wrote

“Police ‘seemed unwilling’ to probe child abuse . Council said the police were unwilling, police said they were amazed that council did not contact them during the inquiry. Inquiry chairman Mrs Pippa Engelfield said today that the decision to giving the written warning in previous inquiry was the right one, given the procedures in place at that time. Meanwhile, St Ives Conservative MP David Harris called on Education Secretary John Patten and Health Secretary Virginia Bottomley to hold an independent inquiry into child abuse from a “national viewpoint”.

The report’s 21 recommendations included one that the area’s child protection committee should consider whether the “apparent unwillingness” of the police to investigate child abuse allegations in 1987 and initially in 1992 could be further examined. The report said there was “confusion” in August 1992 as to whether or not police were involved, and noted that several “vital and senior” police and social services personnel were on holiday. But Police press officer Roger Busby said the report contained inaccuracies, and added that deputy chief constable Keith Portlock would be having discussions with Cornwall’s director of social services. Officers said today that police acted as soon as they had a complaint and evidence. They also extradited Johnson from Gibraltar, and it was the police case which put him behind bars. Parents of children involved had thanked officers for the sympathetic manner in which the investigation was conducted, they added.

The council report also recommended:

Changing the make-up of disciplinary panels concerning child abuse.

Improving the monitoring of disciplined staff if they returned to work

Advising parents of alleged child abuse victims of the outcome of hearings

Considering the issue of the fitness of trustees to serve on charities concerned with children. Mrs Engelfield said the report would be sent to the Department of Health.” [10]

The report mentions that for much of 1986 and 1987 the education department suffered the upheaval of a respected primary school head teacher being investigated and subsequent convicted of sexual abuse of pupils at his school. This is not the most sympathetic way of phrasing that a local authority head teacher was guilty of child abuse. This is believed to be a primary school near Charlestown, St Austells. The report forthcoming after this was “Child Abuse in Schools”, available in the Appendix. More research needed to find which school, and how many pupils abused. 

Johnson was charged with offences in time period from 1 Jun 1989 to 30 Nov 1991. It is very unlikely to be all the actual offences. What efforts were made by the council to ascertain any further offences? Were children questioned at the outdoor centre or those that went on LEA boat trips?

What help, healing and therapy was offered to the victims of abuse? It appears some limited help was offered only if they asked for it. Council should have been in the position better than a parent to know that a child required help. Had any financial settlements been offered at the time? Have any settlements been made since the Report?

The council were perceived to be secretive and to have kept previous abuse from parents.

Finally, in the Conclusions of the Report was written “Hopefully this was a unique occurrence ” [p49]. It wasn’t, and it isn’t, and that was a glib comment not borne out by the fact that other paedophiles were linked in Azimuth Trust papers as the report states.

The limited Council internal Inquiry was not the public inquiry asked for by the parents [8][6] nor the “full scale” inquiry [5] reported in the press that was happening. After this disappointing council inquiry, an “independent inquiry into child abuse from a “national viewpoint” was called for by St Ives Conservative MP David Harris called on Education Secretary John Patten and Health Secretary Virginia Bottomley to hold [9]

Recommendation 16 [p42] was that the Area Child Protection Committee should “consider the apparent unwillingness of the police to investigate child abuse in 1987 and 1992”.  Was this done?

Police – Devon and Cornwall Constabulary

In the above news article from PA News [10] Devon and Cornwall Police blamed the Council. The Council openly blamed the police in their report [p42].  Police appeared to not want to get involved [22a] in 1987.  It was said this was due to no obvious sexual offence having been committed, but the police did not interview the children or the possible offender.

Recommendation 16 was that the Area Child Protection Committee should “consider the apparent unwillingness of the police to investigate chidl abuse in 1987 and 1992”.  This shows the depth of concern. Did the Deputy Chief Constable, Keith Portlock , have a word with the Director of Social Services as he said after publication of the report? [9]

In the report it says 1990 two police protection teams were in place in Cornwall [p13]. In 1992 investigation, early on the police appeared reluctant to get involved but later 2 dedicated officers were put on the case to interview all the children on past trips?  Daily Mirror report 20 had been interviewed [5]  but there must have been many many more than that that sailed on the summer trips. Did they only interview British children? What was the result? The children on the LEA 3 week trips do not seem to have been interviewed nor those who came into contact with Johnson in his council job, despite sexual abuse having happened on Council premises []

It is difficult to apportion blame between Council, Police and anything falling down the cracks between both but if the police had chosen to investigate Johnson in 1992 they could well have found his offending.

“Most” of children who had sailed with Johnson from 1989 on were interviewed by 2 police and 2 senior practioners of council [p47]. The press reported 20, when there were over 100. How many were really interviewed? How many of these children were abused? How many other children if any were interviewed that went on the 3 week LEA boat trips or the “stages” for team building?

Police were responsible for investigating wider paedophile ring [p47] and distribution of pornographic material. What were the results of this police investigation? How many paedophiles were connected with the Azimuth Trust? Why were none charged?

Intriguingly the Report mentions a Penzance Pedophile ring in 1991 for which I have made rudimentary searches and not found anything. Does anyone know any details of this? Should it be the job of Police to keep the public informed of this or newspapers or both or neither? Would it not be useful if the Police composed a public facing report for each of their Operations, rather than the public having to try and drag information out of them? What efforts did police actually make to trace and bring to justice the paedophiles mentioned in the Azimuth Trust papers? Was Morris Fraser investigated? Why was he not charged with any offences from his time with Azimuth?

Possible paedophile networks and connections

Mention of respected primary school headteacher who was investigated and convicted of child sexual abuse on pupils [p14]. This is believed to be a primary school near Charlestown, St Austells. Who and how many children involved? Was this the same person said to have been at the same school as Johnson in Falmouth in 1971 at the start of Johnsons career?[30]

150 inquiries from 1987 and 1992 re possible abuse to Joint Committee[p14] Only 2 were prosecuted. This seems a low figure

Report Bibliography 

15 reports are quoted. Off the top of my head there are several in this list I have previously requested and received release of, several I have not heard of and several been refused release or not asked for. I will be compiling a list of all the reports that are unavailable and refused release free to all on the internet. Reports not published limit knowledge and learning. Without the freely available past reports (paid for incidentally with public money) how can we learn from the past to stop the abuse in the future? Release of information should be the priority of the #csaInquiry, in a similar manner to the Hillsborough Panel.

1988  Dr Morris Fraser and Michael Johnson set up a sailing charity for disadvantaged boys called the Azimuth Trust based in Cornwall.  Michael Johnson had only the year before in 1987 received a written warning from his employer, Cornwall County Council, after a council disciplinary hearing cleared him of sexual allegations against a boy. In the 3 years that the Azimuth Trust existed over 100 children took part in sailing trips many of those selected by Dr Morris Fraser had learning difficulties. The Azimuth Trust published it’s own magazine which included photographs of naked boys. Many known paedophiles subscribed to the magazine [32].

Revealed 12 year old fondled by Johnson over 20 times, and 10 year old 30 times over 16 months. Assaults France, Germany, Holland, Scilly islands. Also went to Canaries. Admitted 6 counts and asked for 50 others to be taken in to consideration. Convicted in October 1993. 20 youngsters interviewed.  Between Jan 1989 and 1991 children were assaulted. Semi detached house in Fowey had by this time been repossessed and schooner Grace O’Malley held by bank to which Johnson owed money. 51-year-old Fraser had a conviction for indecently assaulting a 13-year-old boy. Fraser left trust trust last year, when he was jailed at Southwark Crown Court for taking and distributing indecent photographs of children. Social services director Nigel Druce said that when the authority gave the Azimuth Trust a £250 grant in 1991, the connection between it and Johnson was not made.  Johnson’s wife was called Elizabeth. The couple’s semi-detached home in Fowey, was re-possessed.

Also details how co founder of charity – a  Roderick Fraser, psychiatrist, aged 51 had previous conviction for indecent assault of 13 year old boy. Boys were 9 and 11 when abuse started. Johnson suffered high degree of abuse by mother and at school. After 1987 hearing had received warning for striking a boy but sexual assault not proven. 1994 May 31 PA News Chris Court [9] Police ‘seemed unwilling’ to probe child abuse . Council said the police were unwilling, police said they were amazed that council did not contact them during the inquiry. Inquiry chairman Mrs Pippa Engelfield said today that the decision to giving the written warning in previous inquiry was the right one, given the procedures in place at that time. Meanwhile, St Ives Conservative MP David Harris called on Education Secretary John Patten and Health Secretary Virginia Bottomley to hold an independent inquiry into child abuse from a “national viewpoint”.

The report’s 21 recommendations included one that the area’s child protection committee should consider whether the “apparent unwillingness” of the police to investigate child abuse allegations in 1987 and initially in 1992 could be further examined. The report said there was “confusion” in August 1992 as to whether or not police were involved, and noted that several “vital and senior” police and social services personnel were on holiday. But police press officer Roger Busby said the report contained inaccuracies, and added that deputy chief constable Keith Portlock would be having discussions with Cornwall’s director of social services. Officers said today that police acted as soon as they had a complaint and evidence. They also extradited Johnson from Gibraltar, and it was the police case which put him behind bars. Parents of children involved had thanked officers for the sympathetic manner in which the investigation was conducted, they added.

The council report also recommended:

Changing the make-up of disciplinary panels concerning child abuse.

Improving the monitoring of disciplined staff if they returned to work

Advising parents of alleged child abuse victims of the outcome of hearings

Considering the issue of the fitness of trustees to serve on charities concerned with children. Mrs Engelfield said the report would be sent to the Department of Health [10].

1994 Jun 1 Independent Police [28] criticised over handling of abuse case. Police say they were astonished they were not consulted during an internal inquiry into the abuse. Chief Constable Keith Portlock said he would discuss the matter with the Director of Social services.

Fraser got away with Azimuth but he was arrested in separate incidents. Morris took naked pictures in Godstone with Terence Waters, Chatham. Worked at Medway Arts Centre – also lured boats to take pictures on his boat on the Medway. Jailed for 10 years. After they revealed Fraser 1993 he was sacked from Southampton.

Morris met Johnson through Ecole en Bateau, where Morris was Director. Morris did questionairre to choose children. I/v with Fraser. Fraser jailed last year, April 1994? posssession for child pornography. When he got out of jail in June he went to Azimuth, then worked in Dorset and Southampton. He lived in Shirley area of Southampton.

One other paedophile got involved in Azimuth early and was subject to police inquries. What happened? The others were not. Spain France Switzerland and America suspected paedophiles. British mens names handed to Police but no body tracking international paedophiles. Parents want to know why past kept secret, promoted at Roseland, why he received job applicatios from Council as late as April 1995? Kidscape also want answers and ban for working with children.

2013 Leo Kameneff was tried and it was found that Ecole en Bateau was in fact also a paedophile boat organisation [14]

2013 Sept 14 Cornish Guardian [10] Fresh probe launched into paedophile ring whose victims included Cornish man. William Goad abused up to 3,500 boys over 35 years from 1965 jailed for life 2004. He groomed his victims by offering them jobs at his market stalls and discount stores and then inviting them to his home.  One of the detectives on the original inquiry – former Detective Constable Shirley Thompson – has said that at the time she repeatedly voiced concerns to senior officers that other paedophiles linked to Goad were still at large. However, she said she heard an investigator being told to “put a lid on it and concentrate on Goad”. Det Insp Mike Cooper said: “I will be managing a very experienced team of specially trained officers seconded from the Plymouth Sexual Offence Investigation Unit, the Public Protection Unit and the Major Crime Investigation Team.

2013 Oct 6 Mirror [16] Eileen Fairweather Paedophile police officer Daniel Bryant brought to book FORTY years after abusing boys. Russell Bryant was abused when 13 in about 1981. He reported Bryant in 1987 but was told the allegations were uncorroborated even though a second boy complained. A third complained in 1993 but he avoided prosecution and retired on medical grounds in 1994 aged 44. Bryant became a member of a surf lifesaving club and then a Directo of Surf Lifesaving Great Britain. Russel had been assaulted by Bryant at a Police lifesaving club. He later admitted assaults on 5 boys from 1965-1985. Found Guilty

As well as dodging the charges in 1987, he was allowed to  take early retirement in 1994 for ill health just months after being suspended after a third victim came forward. Bryant was then allowed to continue working with children for almost 20 years until he was eventually investigated in 2013. Why was he never investigated before, despite continued pressure from Russel Dawson and his family? While Bryant was employed by Devon & Cornwall Police and abusing boys using the cover of surf life-saving clubs and charities, a paedophile ring was active in the Devon & Cornwall area, also using charity status and watersports  – this time sailing – as a cover to abuse vulnerable boys. The sailing charity was called the Azimuth Trust , and was operating from the mid-1980s to the early 1990s, when the charity’s skipper, Michael Johnson, was convicted. But there were many other paedophiles linked to Azimuth Trust who escaped justice, which raises serious questions about Devon & Cornwall Police’s handling of the case.

Morris Fraser Part Timeline connected to Johnson and Azimuth

Fraser is one of the most notorious paedophiles. Fraser had links to Peter Righton, Chareles Napier, Terence Waters and Leo Kameneff who were all paedophiles. He also had links to Belfast, perhaps Kincora and also Islington, both hotbeds of child abuse at the time he  he was there. See Bits of Books blog for the most definitive article on Fraser that I have seen so far [21]

1976 Morris wrote a book, published in 1976 called the Death of Narcissus, in which, by a careful analysis of novels and plays, whose themes are represented as paedophilic, Dr Fraser showed that the paedophile had only himself to love as a child, the Narcissus inversion, when his mother proved unloving or absent, his father weak and inadequate, hence the continuing love for children of that significant age.

1988  Dr Morris Fraser and Michael Johnson set up a sailing charity for disadvantaged boys called the Azimuth Trust based in Cornwall.  Despite the fact that Dr Fraser, a child psychiatrist had a criminal record for taking indecent photographs of children and assault in 1972 and that Michael Johnson had only the year before in 1987 received a written warning from his employer, Cornwall County Council, after a council disciplinary hearing cleared him of sexual allegations against a boy. In the 3 years that the Azimuth Trust existed over 100 children took part in sailing trips many of those selected by Dr Morris Fraser had learning difficulties. The Azimuth Trust published it’s own magazine which included photographs of naked boys. Many known paedophiles subscribed to the magazine.

1989/90 PIE member Doctor Morris Fraser (Mr TB in report) was a founder and trustee of the Azimuth Trust and is mentioned in the report as a probable perpetrator of child sexual abuse on one child [p36].

Morris Fraser was associated with Ecole en Bateau, a child psychiatrist, and was found to have convictions for child pornography and indecently assaulting boys. [p31]

1990 Johnson took 2 years off teaching to set up boat charity [5] with Morris Fraser, set up Azimuth Trust with Morris Fraser and John Lambert [6] . It appears that Azimuth was also the English offshoot of Ecole en Bateau (Angleterre)  [14] [14c] [14d]

1992 Spring Morris Fraser resigned. Mrs TF joined as trustee of Azimuth Trust (AT)[]

1993 Fraser left Azimuth Trust [6]  [Thought to be incorrect, actually 1992 unless it means he was still a member somehow not a trustee]

Was Daniel Byant or the people who helped him cover up his offences, also involved with Johnson, Fraser, Azimuth Trust, or any paedophile network? Was Morris Fraser investigated? It appears that Fraser was not charged with any offence from Azimuth. Why? Where is he now? The report mainly  concentrates on Johnson and not Morris Fraser but as a lifetime paedophile Fraser must have been involved in abuse at Azimuth Trust.

Boats

Child abuse networks related to boats. This turned out to be a relatively big topic and I will deal with the basics of it in a separate post soon.

Johnson

Johnson owned schooner, Grace O’Malley, with his wife Elizabeth but by 1994 was being held by a bank to which Johnson owed money [6]

Johnson met Fraser through Ecole de Bateau. Achipel another French boat organisation was also a contact [], Set up Azimuth Trust and Adventure and Education Afloat

Johnson went to France 1986, Lanzarote [p46], Canary Islands [5] Assaults on boys aged 11 and 9 took place on cruises to France, Denmark, Holland, Germany, Scilly Isles [5] [7] and the Outdoor Centre (St Justs)

My Conclusions

The Council Inquiry was very limited in scope, and sought only to check whether correct procedures were followed in 1987 and 1992. It did not seek to find, help and support all the children abused by the paedophile network that surrounded Azimuth Trust. It appears to have not contacted all the potential targets in the centres, schools and boat trips to find out if they were abused.

The limited Council internal Inquiry was not the public inquiry asked for by the parents [8][6] nor the “full scale” inquiry [5] reported in the press that was happening. After this disappointing council inquiry, St Ives Conservative MP David Harris  called for Education Secretary John Patten and Health Secretary Virginia Bottomley to hold an “independent inquiry into child abuse from a “national viewpoint”  [9]. We are still waiting for this.

The Police did not charge any other members of the paedophile network with any offences and may well have actually covered up for paedophiles.

Currently in many areas of the country police are suspected of covering up child abuse through either through individual corruption, or wider corruption, freemasonry or political interference. Manchester [33] and Essex [34] [35]  are just recent well publicised examples

Certainly there are reasons to suspect a cover up in by Devon and Cornwall Police, as no one else was charged despite (or because of) Azimuth Trust founder Fraser connections with Charles Napier, Peter Righton, Terence Waters, Peter Righton and Leo Kameneff and others.

Fraser introduced one boy from Cornwall to a scuptor and photographer who took photgraphs of him. Fraser edited the Azimuth trust magazine and put in photographs of naked boys, [39] and subscribers were friends of his and Peter Rightons.

This child went on Frasers friend Charles Napiers boat and to his house on an island in the Thames [32]. Frasers friend Napier had a friend called David Bloomfield who was Chief Executive of Standing Conference on Schools, Science and Technology before he resigned when convicted of indecent photographs with children in 1993. Both Napier and Bloomfield were PIE members and Napier was a diplomat at some stage.

At the same time as the Michael Johnson Azimuth Trust offences, and also in Cornwall, a Cornish policeman was committing child sexual abuse offences also associated with youth groups and the sea. Daniel Bryant was a paedophile policeman, and that was covered up and he was allowed to retire on medical grounds yet went on to Surf Live Save Great Britain.

Daniel Bryant, writes Murun of Spotlight on Abuse, “a paedophile and a former policeman for Devon & Cornwall Constabulary, was finally been brought to justice after 40 years. The conviction was down to the tenacity of survivor Russel Dawson, who first reported Bryant’s abuse in 1987. Devon & Cornwall Police refused to bring charges against Bryant, saying Dawson’s allegations were uncorroborated – despite a second boy also alleging abuse.

Russel Dawson is calling for an independent inquiry into why it took Devon & Cornwall Police so long to bring Daniel Bryant to justice. Hopefully this will also lead to the truth coming out about the Azimuth Trust.” [18] Other articles on Daniel Bryant [16] [17] .

Was Daniel Byant, or the people who helped him cover up his offences, also involved with Johnson, Fraser, Azimuth Trust, or any of the paedophile  networks in Cornwall?  Why was Dawson told his account was not corroborated when a second boy had complained? [16] Why was Bryant allowed to retire on medical grounds?

Why was William Goad who abused 3,500 boys from 1965, allowed to get away with it for so long only being locked up in 2004? [10] A complaint by one of his victims was that previous inquiries ignored claims made by himself and other men about other alleged abusers. A confidential police report reveals “prominent men in society” may have been members of the paedophile ring linked to Goad, who is thought to be Britain’s most prolific child abuser. An internal police investigation into the complaint concluded that the original inquiries were carried out to the standards appropriate at that time, but recognised that protocols had since moved on. One of the detectives on the original inquiry – former Detective Constable Shirley Thompson – has said that at the time she repeatedly voiced concerns to senior officers that other paedophiles linked to Goad were still at large. However, she said she heard an investigator being told to “put a lid on it and concentrate on Goad” [10]  This indicates a cover up in Devon and Cornwall Police.

Organised child abusers in my research do not abuse in “rings” they operate in networks.

In the last year or so some efforts have been made to bring some abusers to justice but alot more needs to be done. Bryant admitted ten indecent assaults between 1965 and 1989 [18] and was due to be jailed in Oct 31 2013. No more information found on sentence. Kameneff [14] was charged in France in 2013 I think but my French not being good enough to tell whether he was jailed. Napier was jailed in Dec 2014 for 13 years after admitting 24 offences as part of Operation Fairbank [38] .

There is however alot of scope for further research and police action in this child abuser network.

Cornwall

Other known child abuse in Cornwall -Camborne paedophiles abused at least 30 girls [15]

The scale of child abuse in Cornwall can be roughly ascertained from the following database [36] for which there are 236 entries going back about 6 years. Although valuable information, if the entries contained a link to the primary source of the information it would be much more useful to researchers.

There should be an separate inquiry into the cover up of child abuse and known paedophiles by the Devon and Cornwall Police in Cornwall. The exposure of these will also link to VIP child abuse in Westminster.

This should not be carried out by the IPCC or a separate police force as they are all part of the “police family” or “biggest gang in Britain” as an ex copper states [40] . It must be independent and be seen to be independent.
